I get the idea of a mesofact, but this is not one. This is a fact which changed for a period of 100 years or so and has been fixed for the past 100. Very few living people remember a time when the number of representatives was not fixed by law.

If the inventor of a concept can't think of even a few examples without a bad clunker, maybe its not really worthwhile?

@MarcinAsia While the size of the House fluctuated in 1950's (the blip might be hard to see), you're right that this was more of a mesofact in the 1800's. Perhaps @Dr. Psycho is correct that it's time for this to become more of a mesofact again.

The number has always been established by law. The ratio of citizens to reps has changed.
